A norma promove formatos de dados comuns na World Wide Web. Ao incentivar a inclus\u00e3o de conte\u00fados sem\u00e2nticos nas p\u00e1ginas Web, a Web Sem\u00e2ntica visa converter a Web atual, dominada por documentos n\u00e3o estruturados e semi-estruturados, numa \"Web de dados\". A Web Sem\u00e2ntica baseia-se na Estrutura de Descri\u00e7\u00e3o de Recursos (RDF) do W3C. De acordo com o W3C, \"a Web Sem\u00e2ntica fornece uma estrutura comum que permite que os dados sejam partilhados e reutilizados para al\u00e9m das fronteiras das aplica\u00e7\u00f5es, empresas e comunidades\". O termo foi criado por Tim Berners-Lee para designar uma rede de dados que pode ser processada por m\u00e1quinas. Embora os seus cr\u00edticos tenham questionado a sua viabilidade, os proponentes argumentam que as aplica\u00e7\u00f5es na ind\u00fastria, na biologia e na investiga\u00e7\u00e3o em ci\u00eancias humanas j\u00e1 provaram a validade do conceito original. Os acad\u00e9micos t\u00eam explorado o potencial social da Web sem\u00e2ntica nos sectores empresarial e da sa\u00fade, bem como nas redes sociais. O artigo original da Scientific American de 2001, da autoria de Berners-Lee, Hendler e Lassila, descrevia uma evolu\u00e7\u00e3o esperada da Web existente para uma Web sem\u00e2ntica, mas tal ainda n\u00e3o aconteceu.
